A. This tariff contains rates and charges for joint
through intermodal and all-water movements of
container freight. Rates and charges named in this
tariff include all charges for switching, container
interchange, or other transfer services at intermediate
interchange points on shipments handled through and
not stopped for special services at such intermediate
points. Cargo will be transferred at Honolulu for
oncarriage to port of delivery by a vessel owned by
another carrier. Rates apply to Carrier's Hawaiian
Terminal locations (See Rule 940B). Unless
indicated in individual rate items, only rates in
Items 02XX-XX-XXXX, 03XX-XX-XXXX, 05XX-XX-XXXX, and
08XX-XX-XXXX, are subject to U.S. West Coast Wharfage
Charges (See Rule 998A-G). All Items in this tariff,
unless otherwise indicated in individual rate items,
are
subject to Hawaii Wharfage (See Rule 998 G-H). Unless
otherwise stated, the words "rate" and "charge" used
in a rule or rate item in this tariff mean "Base
Rate" and "Base Charge" as defined in Rule 160.
1. Carrier's Terminals (See Rule 940). Rates
and Charges herein apply from these locations.
2. Storedoor Rates:
Rates and Charges herein also apply from locations
as named in Rule 340. (EXCEPTION: Where rates
are specifically named from Origin Points in
Subsections 06 or 07, then those specifically
named
rates will take precedence and may not alternate
with Rates and Charges determined by application
of
the Zone Arbitraries in Rule 340.)
To determine the joint through rate under this
Tariff from a specific storedoor location to CY
at Hawaii Port:
a. Look up the Origin Point in the list of
Points From Which Rates Apply, (Inlands), and
determine the zone associated with such point.
b. Determine the Zone Arbitrary from Rule 340 and
applicable Inland Tables.
c. Determine the base rate or charge by appli-
ication of the appropriate commodity rate.
d. The joint through rate comprises the sum Zone
Arbitrary and the base rate or charge.
e. The shipment is also subject to the Wharfage
Charges associated with the origin zone and
the Destination Port in Hawaii from Rule 998.
3. Rates also apply to/from named points in
individual
rate items with item numbers 04XX-XX-XXXX,
06XX-XX-XXXX, 07XX-XX-XXXX, and 09XX-XX-XXXX.
Rates within these sub-sections are NOT subject to
U.S. West Coast Wharfage (Rule 998 A-G), but shall
be subject to Wharfage at Hawaii (See Rule 998,
A-H).
4. Weight or Measure
Except as otherwise specified, rates shall be
assessed on a W (Per CWT) or M (Per CFT) basis,
whichever produces the greater revenue. In
computing freight rates and charges two (2)
decimal places should be used.
5. Except as otherwise specified, rates named in this
tariff which apply to or from "door" (to include
application of Zone Arbitraries from Rule 340)
shall include one placement of Carrier's equipment
at customer's facility for loading or unloading by
Shipper/Consignee and include two hours free time.
Delay of Carrier's equipment beyond the two hours
free time shall be assessed Detention Charges in
accordance with Rule 500.
NOTE: Where provisions of this Tariff include
pick-
up, delivery or placement service, Carrier will
not
provide such service at addresses or Zip Codes
which consist solely of Post Office Boxes or
Postal
Stations.
B. Rates beginning with Commodity Number 08XX-XX-XXXX
(Eastbound Dry Commodities) apply from CY to CY and
from CFS to CY only, except as provided for in
specific items.
C. Except as provided in Rule 160, Paragraph B and Rule
780, Restricted Articles, or in this paragraph,
Shipper may tender freight for either CFS (See Rule
180) or CY service at Carrier's Mainland Terminal
Locations.
D. All rates in this tariff apply from Carrier's CY unless
a specific reference is made stating the rate is from
Carrier's CFS. When such a reference is made, rates
from CFS apply from place of rest on floor or platform
of CFS, but do not include any unloading of the
delivering motor vehicle or railcar. Any such
delivery unloading that is required would be performed
only upon specific request and will be for the account
of the requesting party.
E. Rates for shipments to the Hawaii CFS apply to place
of rest on floor or platform of CFS, and include
unloading from Carrier's containers.
F. Rates from CFS include Participating Carrier Loading
to containers at the CFS. Except as provided in
specific Items such CFS rates include the unloading of
containers at Hawaiian CFS although Shipper or
Consignee may specify delivery of containers at CY
under provisions of Rule 849. Rates from CY are
restricted to apply only when Shipper loads the
container under provisions of Rule 849, and Consignee
accepts delivery at Hawaiian CY for subsequent
unloading.
G. Except as provided in Rule 710 rates which apply on a
weight basis will be assessed against the gross weight
of the freight, including packaging. Rates which
apply on a cubic measurement basis will be assessed
against the overall measurement of the three greatest
outside dimensions of each piece, package or other
freight unit as tendered by Shipper, except in the
case of cylindrical cargo in which case the square of
the diameter shall be multiplied by the length to
determine cube.
H. Except for shipments loaded by Shipper to Flatrack
Containers, or to Temperature Controlled Containers or
as provided in specific items, shipments of articles
for which per container rates are published will be
subject to the Cargo, NOS rates applied to the total
shipment, if by such application the total freight
charges can be reduced.
I. Except for shipments loaded by Shipper in dry
containers of any type, or to Flatrack Containers,
(Refrigerated cargo is excluded from this portion of
Rule 160), or as provided in specific items, when a
straight shipment of a commodity or commodities
described in one rate item weighs less than the
minimum weight published for that item, or when a
mixed shipment of commodities described in two or more
rate items weighs less than the highest minimum weight
published for any of the items, then the Cargo, NOS
rates will apply if by such application the total
freight charges can be reduced.
J. Packages containing different articles will be charged
at the rate applicable to the highest rated article in
the package. Articles which have been combined or
attached to each other will be charged at the rate
applicable to the highest rated article of the
combination. Parts or pieces constituting a complete
article, on one bill of lading will be charged at the
rate provided for the complete article. When
different rates are published for an article according
to type or method of packaging, the type and packaging
must be described by Shipper. In the absence of such
description, the highest rate for any of the types or
method of packaging will be assessed.
K. Commodity rates are specific and will not apply on
analogous articles.
L. At Carrier's option, a shipment received at a Mainland
Terminal may be transported via any Carrier Pacific
Coast vessel port of loading with any related
additional
costs being for the account of the Participating
Carrier.
M. Rates in Sub-Section 2 will not apply on shipments
tendered for transportation in Temperature Controlled
Containers. Rates with Commodity Numbers 02XX-XX-XXXX
or 05XX-XX-XXXX will apply on shipments tendered for
transportation in Carrier's 40 Foot Insulated
Containers subject to a Surcharge as set forth in Rule
810.
N. Except as otherwise provided in individual rate items,
rates with Commodity Numbers 03XX-XX-XXXX will apply
only on Refrigerated Cargo, as defined in Rule 835,
when such cargo is tendered for transportation in
Temperature Controlled Containers.

this tariff do not include Wharfage Charges. (See Rule
998 herein).
P. Cargo ratable under this Tariff is subject to the
weight limitations in Rule 520, the requirements for
safe loading of equipment in Rule 886, and the
provisions for the use of containers in Rule 884,
the provisions for the use of flatrack equipment in
Rule 563, and which meets all other qualifications and
provisions of this Tariff.
Q. For cargo being moved under item numbers 02XX-XX-XXXX
or 08XX-XX-XXXX or 05XX-XX-XXXX only, in the absence of
a specific rate for cargo in 20' containers, the rate
will be calculated in the case of per container rates
at 80% of the 40' rate rounded upwards to the nearest
dollar, and in the case of weight rates, at the same
rate but at 80% of the minimum weight requirement, if
any.
R. Advertising Matter shipped with the goods it
advertises, in the same package as the goods or in
separate packages, and not exceeding 5% of total
weight of the container, will be charged at the rate
applicable to such goods.
S. Shipping weights or measurements and descriptions
shown on bills of lading by Shippers are subject to
checking by Carrier, and the actual weight, cubic
measurement and descriptions of the shipment as
determined by Carrier will govern the application or
description of rates.
(See also Rule 572, Misdescription of Cargo)
T. Carrier is not required under rates named in this
Tariff to furnish special handling equipment, such as
platform vehicles, winches, cranes, rigging and other
special equipment to load shipments into containers
and unload shipments from containers. Carrier may
provide such equipment by special arrangement. Skid
boards, rollers, or pinch bars shall be furnished by
Carrier without charge.
U. For cargo being moved under item numbers 02xx-xx-xxxx
or 08xx-xx-xxxx or 05xx-xx-xxxx only, and a rate item
does not contain a specific per container (PC) rate for
a 45-foot dry container (45B) and does not contain a PC
rate for a 40-foot High-Cube dry container (40B), but
does contain a PC rate for a 40-foot standard container
(40), then the PC rate applicable to a 45-foot
container
(45B) will be 126.6 percent of the 40'(standard) rate.
If a rate item does not contain a specific per
container rate for a 45-foot flatrack (FR)container
but does contain a PC rate for a 40-foot flatrack (FR)
container, then the flatrack rate applicable to a
45-foot flatrack container shall be 112.5% of the
40-foot flatrack rate.
If a rate item does not contain a specific per
container (PC) rate for a 45-foot dry container (45B)

(40B) rate.
If a rate item does not contain a specific per
container (PC) rate for a 45-foot dry container
(45B) but does contain a 40 (40) rate AND a 40-foot
High Cube (40B) rate AND the rates in the Item
are the same rate for both the 40 and the 40B, then
the 45' (45B) rate shall be 126.6% of the 40/40B rate.
If a rate item does not contain a specific M basis
rate for a 45-foot dry container (45B) but does
contain a rate for a 40-foot standard container (40)
then the rate applicable to the 45' (45B) container
shall be the same as the 40 rate and the applicable
minimum cubic foot volume requirement for the
45-foot container (45B) will be 126.6 percent of the
minimum requirement for the 40 rate shown in the Item.
Application does not apply on 45' flatrack (FR)
containers.
If a rate item contains a weight rate and has a
minimum weight requirement for a 40 foot container,
but does not have a high cube 40 minimum (40B), the
minimum applicable to the 40 foot container will
also apply on the 40B foot container at the 40 ft.
rate level. Application does not apply on 45' flatrack
(FR) containers.
If an Item contains a weight rate and has a minimum
weight requirement for a 40 ft. container, but does
not have a 45 ft. minimum, then the minimum
applicable to a 45 ft. container will be the same as
the 40 ft. minimum. If the Item contains both a
standard 40 ft. minimum and a high-cube 40 ft.
minimum, but does not have a 45 ft. minimum,
then the minimum applicable to the 45 ft. container
will be the same as for the high-cube 40 ft.
container. Application does not apply on 45' flatrack
(FR) containers.

for a 40B container will be 112.55 percent of the
40 (standard) PC rate rounded to the nearest whole
dollar.
If a rate item does not contain a specific rate M basis
for a 40 foot Hi-Cube (40B) container but does
contain a rate for a 40-foot standard container
(40), then the rate applicable to a 40B will be the
40A rate and the applicabule minimum cubic foot
volume
requirement for the 40B will be 112.55 percent of the
40 cubic foot minimum volume requirement shown in
the rate item.
Applicable only on shipments moving in refrigerated
containers:
If a rate item does not contain a specific container
(PC) rate for a high-cube 40-ft. refrigerated
container (40RB), but does contain a rate for a
standard 40-ft. refrigerated container (40R), the
applicable rate for the 40RB refrigerated container
shall be the same as that for the 40R refrigerated
container.
.
W. Container cargo means that which safely can be loaded
to containers including flatracks, provided the piece
or package loaded does not extend beyond the perimeter
of the equipment used. Non-containerizable cargo, or
oversized cargo loaded on flatracks or platforms where

the equipment used, may be accepted subject to prior
booking arrangements. Except as noted under a
specific tariff item, such cargo shall move at the
"CARGO, NOS" rate Items.
