Except as otherwise provided, rates named in Subsection 05,
or otherwise making reference to this Rule, are
proportional, apply only on shipments having a prior or
subsequent movement by an STB certified motor carrier,
and apply from origin CY only and to destination CY only.
Proportional shipments cannot be combined with shipments
from Sections 02 or 03 for billing purposes.
