Except as otherwise provided, all shipments to/via the
ports of Los Angeles and Long Beach, CA (LA/LB) will be
subject to CONGESTION FREE TIME and CONGESTION DWELL FEE
as applied by the Port of Los Angeles and by the Port of
Long Beach.
1. Congestion Free Time Allowed at LA/LB
Inbound Container for Truck Delivery: Eight calendar days
starting at 3:00 A.M. after the Inbound Container was
discharged from the vessel.
Inbound Container for On-Dock Intermodal Delivery: Five
calendar days starting at 3:00 A.M. after the Inbound
Container was discharged from the vessel.
2. Congestion Dwell Fee
Congestion Dwell Fee shall be assessed against each Inbound
Container remaining on the wharf or wharf premises after
the expiration of Congestion Free Time Allowed, as follows:
a. Inbound Container for Truck Delivery: An escalating
USD 100 per container per day
b. Inbound Container for On-Dock Rail Delivery: An
escalating USD100 per container per day
Example: On day one after Congestion Free Time Allowed,
the fee is USD 100 per container, on day two after
Congestion Free Time Allowed, the fee is USD 200 per
container, and on day three after Congestion Free Time
Allowed is USD 300 per container.
Note:
1. This is a terminal rate, charge and provision over
which the carrier has no control.
